Chances? and where to apply?

I had a bad freshman/sophomore year with academics. Since then it's been a lot better. I have both research, shadowing, hospital hours, etc. I just got a LOR from a DO and MD. Any thoughts? I am a Texas resident but I did not get in last year into any Texas schools nor get II. I plan to apply OOS this cycle.

MCAT: 30 (VR:8, BS: 9, PS: 13)
